Ethiopian Maritime Authority (EMA) invites all qualified applicants for the position of Nautical Senior Surveyor & Examiner.
- Summary of the Task
EMA, which is responsible to discharge the flag state duties of the Ethiopian maritime sector, is employing two senior and qualified Master Mariners to strengthen the Maritime administration Lead Executive office. The key activities include overseeing the Registration of vessels, Recognized Organization (RO) Recognized Security Organizations (RSO), flag state implementation, Maritime training Centers, Maritime training and certification of seafarers, ensuring the safety and security of Ethiopian vessels and ensure that Ethiopian vessels trade in compliance with international regulations which include Marine Environment pollution prevention.

- Educational Qualification
Bachelor of Science in Nautical Science and/or A Master Mariner with STCW Class 1 Certificate of Competency (COC) and Holder of COC of General operator Certificate on Global Maritime Distress and Safety system.
An applicant who has attended flag state implementation training, ISO/ISM auditor training, TOT training, Methodology of Assessors Training and Marine casualty and incident investigation training or other related maritime training is more suitable.
3.2 Experience
Minimum of 10 (ten) years’ experience as a Master “on ships >3000GT/KW on foreign going vessels. Sound knowledge of Maritime Legislations and IMO Conventions, proven ability to perform collaboratively within the management team which includes such diverse disciplines as standards & compliance, proven ability to undertake research and analysis of flag state implementation and well-developed written and oral communications skills, interpersonal skills, and the ability to communicate effectively.

Fulfilling the following criteria is considered as advantage for the incumbent.
Experience of the International Safety Management (ISM) Auditor, Maritime Training Audits, Marine Casualty and Incident Investigator, Teaching Staff at Maritime Academics, Marine Oral Examine, Marine superintendent of vessel, designated person ashore or similar positions.

- Duties and Responsibilities
- Senior Nautical Surveyor & Examiner is responsible to carry out the flag State duties towards the International Conventions pertaining to the registration, safety, security and pollution prevention of vessels and training of master and mates, Deck ratings, Catering and Entertainment rating personnel’s.
- Monitor marine training activities of the country such as various pre-sea, post-sea courses required under the international STCW 78 Convention as Amended and regulating the maritime training centers which offer the courses.
- Ensure assessment of the eligibility of candidates and monitor or Conduct examinations of Master Mariners, mates and Ratings for grant of Certificate of competency, Certificate of proficiency and other certificates to all grades of personnel for all types of vessels.
- Co-operate with International Maritime Organization in matters relating to approval of Recognized Organization (RO), Recognized Security Organizations (RSO), flag state implementations, Maritime Codes (e.g. ISM Code, SCW Code), development of examination system for Master, Mates and Deck rating personnel for approval, etc.
- Monitor and carry out flag state duties and is responsible to lead seafarer competency experts and maritime competency experts on the day today activities of the Maritime Administration jobs.
- Authenticate the validity of foreign Certificate of Competencies, Certificate of Proficiencies and other certificates and respond to seafarer certificate related enquires of third parties such as Foreign Maritime Authorities, Shipping companies or their agents and Master of Vessels.
- Issue dispensations regarding requirements of Masters and Mates, Radio Officers and other statutory requirements.
- Monitor the activities of ROS/RSOs the issue various statutory certificates such as load line, cargo ship construction certificate, International Oil Pollution prevention certificate and certificate fitness on behalf of EMA.
- Ensure Ethiopian vessels are seaworthy and carrying out Flag State Inspections of Ethiopian Registered Ships and follow up the corrective actions. This inspection is to ensure that the condition under which various statutory certificates were granted are maintained. In case of any defects with respect to her hull or machinery, improper loading or safety equipment/Radio equipment, etc., vessels are considered unseaworthy and not allowed to sail out from the port.
- Monitor inspection and detention of Ethiopian vessels by Port State Controls and Scrutiny the result and report the reasons and rectification of defects to the International Maritime Organization (IMO) through GISIS.
- Enforce various International Instruments related to Safety and Pollution prevention and investigate oil Pollution incidents, other causalities and incidents by/on Ethiopian Vessels and initiate of follow up and corrective action.
- Examine Reports & Proceeding of Inquiries /Investigations into shipping accidents/ casualties and ensure investigations and inquiries are being done in case of any Shipping Casualty to Ethiopian registered ships. Follow up matters relating to air and sea search and rescue.
- Formulate enforcement of various safety regulations and monitor matters relating to survey/inspections of safety equipment such as lifesaving appliances, etc. including approval of plans. Matters relating to development and approval of various safety equipment, etc. for use on board Ethiopian ships.
- Monitor matters relating to the carriage of dangerous goods and other special cargoes on ships.
- Ensure matters relating technical examination from the nautical angle of particulars of ships proposed to be acquired by Ethiopian owners. Matters relating to wrecks and salvage.
- Request, evaluate, accept and follow up Memorandum of Understanding between the Authority and other flag states.
- Carry out advisory functions to other Government. Departments on maritime matters.
- Follow up the safety management system of shipping companies.
- Inspection of ships with respect to compliance of MLC 2006, Inspection of carriage of grain in bulk in compliance of M. S. (Carriage of grains) rules, 1974. Inspection and approval of stowage plan of the ships loading dangerous goods as per I.M.O regulations.
- Monitor the vessels registered under the Inland Vessels regulations and are surveyed by the Surveyor of the regional states as per the relevant law. Similarly the Examination and Certification of floating staff of the inland vessels is done by the regional states.
- Co-coordination with Concerned bodies & various other authorities for search and rescue operation of inland waters.
- Assess the performance of the inland water transport safety of the country and advise the improvement methods.
- Participate in the preparation of the International mandatory Member state Audit Scheme (IMMSAS) and other audits of the country.
- Implement the international standard Organization (ISO) quality management system of the Authority on all the activities. Such as raising Non conformity, corrective/preventive action plan, involve in the internal and third party Audits.
- Mentor and Monitor the Maritime Administration employees such as Competency officers and seafarer assessment experts.

Drafting of rules and regulation under the Maritime code pertaining to surveys, safety and pollution prevention and examination. Scrutiny for acquisition of ships by Ethiopian Ship-owners.
- Ensure Approval of operating Manuals and documents for loading and operation of Ethiopian vessels are done and issue of load line certificate to Ethiopian vessels.
- Follow up Tonnage measurement of Ethiopian Vessels.
- Encourage the shipbuilding/boat building and ship-repairing and ancillary industries in the country and for development of indigenous production of machinery and equipment.
- Industrial Surveys are carried out with respect to Life Saving Appliance, Firefighting Appliances and Machinery Items. Prototype approval inspections are also being carried out to the above mentioned items. Scrutiny and approval of Life Saving Appliances, Light & sound signal appliances and Fire Fighting Appliances Plans are approved by concerned bodies.
