It was established by the national carrier for training ratings in 2008. BMLA is serving as an academy for new entrants and upgrading ratings to able body deck and Engine seafarers by conducting basic trainings and watch keeping ratings as per the STCW Code. It has got approval of Manila courses from EMAA and conducting the new Manila courses. EMAA examiners conduct Able body seafarer candidates’ oral exams passing the exam entitle AB COC.

BMLA has a quality management system (BPR-BSC), quality manuals, training manuals, centralized written exam center and it carries out internal audits.

The entry requirement for rating is technical vocational training (TVT) level two fro deck and level three diploma or certificates for Engine dept, seafarer medical certificate and English language test. The background criminal record is also checked at EMAA before a new seafarer is issued with new Seaman Book.

BMLA is on the process of upgrading itself to logistics and near coastal officers’ academy.
